Fitzpatrick bill would bar waivers on Russian energy imports and require intelligence-sharing with Ukraine

October 22, 2026

Representative Brian Fitzpatrick (R‑PA‑1) introduced a bill on October 22 that would tighten the existing U.S. ban on importing Russian energy and require American intelligence agencies to provide support to Ukraine's defense. The measure, H.R. 10866, is titled the Ronald Reagan Peace Through Strength Act of 2026.

The bill would amend the Ending Importation of Russian Oil Act to bar the Treasury Department's Office of Foreign Assets Control from issuing any waiver or general license that would allow such products to be imported. It would also nullify an existing Russia-related general license that authorizes transactions involving the sale, delivery, and importation of Russian-origin diesel fuel, and it would prohibit the Treasury from authorizing transactions tied to the sale or delivery of Russian crude oil or petroleum products. A further section would bar the Treasury from spending funds on any agreement that violates the Act.

A separate part of the bill addresses Ukraine. It would amend the National Security Act of 1947 to direct the heads of relevant U.S. intelligence agencies to provide the government of Ukraine with intelligence support — including information, intelligence, and imagery collection — intended to help defend or retake Ukrainian territory from Russia. It would also require those agencies to notify the congressional intelligence committees within 24 hours of any interruption in that support.

The bill was referred to the House Committee on Ways and Means and the Committees on Foreign Affairs and Intelligence.
