Ms. Norton (for herself, Mr. Fitzpatrick, and Ms. Tlaib) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure
To require the Comptroller General of the United States to develop and submit a report to Congress on recommendations to reduce train noise and vibrations near homes, and for other purposes.
Section 1. Short title
This Act may be cited as the Train Noise and Vibrations Reduction Act of 2025
.
Sec. 2. Recommendations to reduce train noise and vibrations near homes
(a) In general
Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall develop and submit to Congress a report containing—
(1)
recommendations to reduce train noise and vibrations near homes; and
(2)
estimates of the costs and benefits of each such recommendation.
(b) Contents
The report required under subsection (a) shall, at a minimum, include such recommendations regarding—
(1)
modifications to trains and tracks;
(2)
modifications to train and track maintenance procedures;
(3)
speed limits for trains;
(4)
mitigation measures between tracks and homes;
(5)
the distance required between tracks and homes;
(6)
limits on the number of trains;
(7)
limits on the number of cars on trains;
(8)
limits on hours of operations;
(9)
building noise insulation; and
(10)
modifications to soil conditions.
