Mr. Torres of New York introduced the following bill; which was referred to the Committee on the Judiciary
To amend title 18, United States Code, to prohibit the communication of classified information on mobile or desktop messaging application, and for other purposes.
Section 1. Short title
This Act may be cited as the Homeland Operations and Unilateral Tactics Halting Incursions: Preventing Coordinated Subversion, Military Aggression and Lawless Levies Granting Rogue Operatives Unchecked Power Act of 2025
or the HOUTHI PC SMALL GROUP Act of 2025

Sec. 2. Communication of classified information on mobile or desktop messaging application
(a) In general
Chapter 37 of title 18, United States Code, is amended by inserting after section 798A the following:
798B. Communication of classified information on mobile or desktop messaging application
Whoever knowingly communicates, furnishes, transmits, or otherwise makes available any classified information on a mobile or desktop messaging application shall be fined under this title, imprisoned not more than 10 years, or both.
(b) Clerical amendment
The table of sections for chapter 37 of title 18, United States Code, is amended by inserting after the item related to section 798A the following:
